The main dining room at the Empress Hotel is always a good choice. Lovely view, excellent food, delightful surroundings.

The best-known in town is Pagliacci's, which is very cozy with good pasta and salads, and occasionally live jazz. Can be crowded at night, though. Milestone's in the harbour is also popular with a decent range of dishes.

Lady Marmalade is excellent for breakfasts or brunches, with tasty well-presented dishes.

A number of other places are good too, but Victoria isn't terribly ethnically diverse (I grew up there), so good ethnic food can be hard to come by.

Nautical Nelly's has wonderful sea food.
