Frenchmen have a wonderful way about them. When they talk to a woman, they make her feel as though she was the most beautiful woman in the world, the most talented, and the most cultured, and if it wasn't for the fact that both she and he were married, he would sweep her off her feet and run away with her. French women have this same knack -- when they talk to a man you can almost see him get six inches taller and ten years younger. But unfortunately, it's just part of the french culture and doesn't mean a darn thing. But it's sure fun to play!
The answer to your question, yes! French men are naturally flirty. But don't take it seriously. Just enjoy it.

I'm going to go on a tangent here, but I think it might apply. I know that Italian men just genuinely love women. Age, appearance, availability don't matter. And it's not in a sexual or degrading manner (well, usually) - they just appreciate females. The other thing to keep in mind is what is flirtation to one culture is just normal behavior to another. (I've noticed this with the French-Canadian men I know.)
I'd say that by American standards, French men are just naturally flirty.

all french men are gay..it is not flirting. It would be like talking to one of your girlfriends.
