If a person is convicted of a crime, that is usually public record. Some exceptions are if the records are expunged and/or if the person is a juvenile. These records are retained by the state where the offender served his/her sentence. They can be requested as needed. I know NJ does have a website but it only includes people that are currently in the system. I'm sure other states have comparable websites. Just go to google.com (or any other search engine) and type your state and Department of Corrections or DOC and it should pop up.

Website info I am not sure about, but unless the offenders records are SEALED by the court, you can get info on them from your local police if the offense is something that may affect you, or you have a complaint about the person, and you ask the police about their background.

If it was for a sexual crime you can look it up on the states Megan's Law website. Other than that I have no idea.
