There are a couple of reasons for this phenomenon.
First the people who pretend like the now what they are talking about aren't in politics because they really don't know. Teachers are an excellent example of this. I myself just finished my student teaching and I must say most teachers teach because they can't do anything else.
Second those who do know what they are talking about normally have some morals. This is a big problem when running for office, because running for an office takes money. Unfortunately the only people who are willing/able to give large sums of money are crooks.
So until we get meaningful election reform nothing will change.

Contrary to popular belief politicians do not run the country. Civil servants run the country. Politicians are the public face of policy. This is the main reason why you don't see signifigant changes when there is a change in majority leadership.

That's an interesting thing about politics.....the only people who would be right for the jobs are too smart to WANT the jobs. They know what all is involved and they want no part of it. I can't say I blame them much though. I certainly wouldn't want it. President of the PTA was enough for me!
