If you need to delete an "in use" file follow these steps:

1) Find all instances of the file you wish to remove either with a command prompt "dir" command or "file find" in Windows Explorer

2) Reboot your PC in Safe Mode to a COMMAND PROMPT ONLY to prevent it from being loaded and "in use"

3) Now you easily delete the offending file
