If people are at a bar... they usually have a reason to be there...
1. to pick up girls... or guys because they are single and think other people think it is cool to drink
2. because they are depressed and need a pick-me-up that they think will help them but won't
3. to have fun
so when they are drunk, hitting on the bartending may be their idea of fun, way to get a date, or because they think hitting on a bartender and getting drunk will ease their depression.

i used to bartend for a year or so and women would always give me their numbers without me asking, i was offered sex a few times, a few women even gave me their numbers while their boyfriend/husband was in the bathroom. i am told that i am cute, but i know i am no brad pitt. i really don't know why that happens. i always kinda figured because with the bartender there is no ice to break one is expected to talk to the bartender while to speak to a random person one must find a way to break the ice

Because when they're at the bar, they're facing in the direction of the bartender. Since the bartender has to move to do her work, the motion in their visual field attracts their attention.

Because hitting on anyone else is going to result in a face slapping. The bartender has to "behave" because she's at work...unless they get too bad, then she gets them kicked outta there (after paying their tab, of course).
