I knew it was time to settle down when everything in my life stabilized. I could be relied upon to be a good provider, and I was stable enough to be the rock others in my life could depend on.
When you're changing jobs, addresses, income levels, etc., how can you be reliable to someone besides yourself? You can't.
So, once your career is good, you're making good money, you've got a nice, safe place to live and things don't look like they're going to change for awhile, it could finally be time to settle in with someone and be dependable enough for them to rely upon.
Once kids come into the picture, you definiately don't want things like your job to be variable. You should be well established to be a good provider to your family.
If all these things are in place and stable, you can consider settling down...

You know you are ready to settle down when you meet a person with whom you feel like you are at home with. Much like how you feel when with your own family. It is a content and happy feeling like you are not alone and don't have to handle all of lifes pressures by yourself.
