Mexico...I've been there and they don't drive for crap!!

From my experience, China takes the cake for worst drivers. I'd sooner drive in Mexico City than anywhere in China!
And yes, I have driven in Mexico City, as well as other cities in Mexico. Mexico City is rather crazy but the rest of the country is not all that bad actually.
I've also driven in Korea and the Phillippines. They were pretty crazy but nothing compared to China!
I've driven in all of the EU countries and they are downright civilized compared to China as is the US.

In Italy, in Naples, surely not ! But there is a country with respectful drivers, too. It's only a question of mentality and not of skills.
