Try opening a new window, then make it bigger or maximize it. Then close the window. Open a new window... it should be the last size you had. JUST ONE window should be opened when you do this.

Open up a new browser window, say yahoo. Then go to the top and right click on yahoo, and select "open in new window" (You may have to hold down the control button to do this). From what you are saying, this new window will be very small when it opens.
Put your cursor in the bottom right hand corner and re-size the small screen to be a big screen. You will probably also have to do this in the upper left hand corner. Once you have re-sized it to large, then go back to the first window and close it out. Now close out the window you have re-sized. From now on when you open a second window, it will be the re-sized window.

You can open a window then maximize it then close that window then open a new one. Folders and windows act the same way.
