There is no such thing as Anarchy since the strongest or smartest will always take power.

Why does anarchy rule what?
Can anarchy in itself rule?
After all, anarchy is just the description of a state of being without a ruling body. Therefore it in itself can't rule anything. And to say it rules is a contradiction in terms.
