California had the worst smog problem in the United States. When they initiated Smog Standards and testing it took ten years for the smog to get reduced to the levels of today. By strict enforcement we continue to have breathable air to live in. I lived in the 1950's and 60's when you could not even take a deep breath in the LA area. We never knew there were mountains twenty miles away because you could not see that far because of the pollution. There is always the one person who complains at having to do his part in making the community better, but suck it up, fix your car and don't pollute.

Because we have a pathetic road system dating to the 50's and millions of cars sitting around idleing in traffic rather than getting to their destination in a speedy manner.
Interestingly, SF has no smog requirements despite being the self-proclaimed most progressive/green/liberal town anywhere and despite it being a known fact the Bay Area is a bigger contributor to Central Valley pollution than anything else.
Apparently, SF cars s--t don't stink.

Uhh... To protect the environment! Do you enjoy breathing? People in California are more environmentally conscious. And California has a high population, and of course that means a lot of cars.
