I have really dark eyebrows and eyelashes, but i cant dye my hair black because i look even more pale so any idea

Go for a darker brown with carmel tone hightlights.

you can get eye brows lightened and thinned to make them look lighter, then go and get a tan.. spray on, tanning bed, sun.. whatever. but i suggest you just thin your brows

get a spray on tan. like mystic tan it works really well

get a tan. or a fake one. whichever you prefer.
or you could die your hair a different color.
