Ive never heard of a "Grumpy" disorder, but SAD, Seasonal Affective Disorder is where people tend to get depressed and grumpy during the mid winter months, usually Dec-Feb and its attributed to the decreased sun exposure during thoes months. Its usually treated with medication or adding Natural Lighting to the room you spend most time in, though these lamps can be very expensive.

It could be depression. It could also be a variety of different personality or mood disorders that are causing a person to be "grumpy" but there is not specific "grumpy disorder." See if you can get a DSM-IV-TR and look up some symptoms.
