I'm not opposed to black, I just don't want the hassle of having to paint over it if we ever decide to move. I plan on accenting with either red or hot pink.

Come on people, red and purple aren't easy to paint over either. And it's for a 12-year-old girl so I don't think she needs to "enhance" her performance!

One more important detail, she has asthma and is allergic to dust and ESPECIALLY chalk dust. Would have been a good idea otherwise. The fabric walls may be a dust factor as well.

My sister had fun with her punk rock room when she was younger. She left her walls a satin white and got some of that blacklight (or glo in the dark) paint (it doesn't really show up on the white paint) but it looks awesome with the lights out. She'd write out her favorite songs and draw pictures of crazy stuff- the best part was that if family came over, my mom wasn't too embarrassed by black and hot pink walls. =)
It's also really easy to paint over. Hope this helps!

I think maybe a medium shade of gray. You could always use a primer when painting over it. That way you can accent it with either red or hot pink then use more black and chrome as accents as well. Gray can go any direction, so if she decides she wants to change all you have to do is lighten up the room with white rather than black accents and the color of her choice like light blue, purple or whatever and the gray walls will still work giving you a totally different affect.

I'm guessing you want cheaper and easier here...you can find ways to make this ideas really nice if you want...
Go to the fabric store, and get enough fabric to make a black drapery treatment across one wall. Attach it to hooks in the ceiling (or crown molding, if you have that) or put in a rod across the whole room (may be harder, and weaker). When compared with painting a wall black, and then painting it over later, this might be cheaper.
You could accent this with pink and red ribbons, a boa, or other trim (also at the fabric store).
The right fabric on one wall could give a better look than four painted walls, because of the added texture. And having one black wall instead of four can help keep parents from going nuts...

Lotsa experience helping others with design problems but had to do a little research on the "punk rock look" for a bedroom. Actually, I'm glad I waited long enough to learn it's for a 12 year old girl since it helps rule out several things that might have been a little over the top.
Instead of doing all the walls in black, there's an alternative you might try which could add to the resale value without repainting. There's a special paint (in black) designed to create chalkboards. Why not paint one wall in this black and let her and her friends paint graffiti in colored chalks on it. Instead of painting the other walls different colors, paint them white and collect fliers and photos of her favorite bands. One idea would be to copy them all in black and white and use black frames for a gallery effect on one wall. The other would be to make enough copies of her very favorite one and use all over in a wallpaper collage effect.
By accenting, I wasn't sure if you meant accessories or door and window trim, but I'd suggest black trim. Then you can use hot pink, red and all the other colors for her bedding and acessories. I've seen ideas for using safety pins to decorate toss pillows (not sure it's a good idea), etc. Red plaid, apparently, is pretty hot. Some of the teens I spoke with like the idea of using christmas lights strung around the ceiling. One girl suggested using them to frame favorite posters in a marquee effect. Beds made to look like a platform with no head or foot and lots of pillows, that sort of thing. Not sure what you were after, but I do hope some of these ideas can help. I'm sure she's gonna love it!

You want an easier go of it? Don't paint. Don't wallpaper either. Drape instead. Mount large eye hooks near the top of your walls or in the ceiling and run curtain rods or tie rope taut between the eyehooks (average room, put a hook every 4 feet or so along each wall), and then drape cloth in whatever colors and textures you want from the rods/rope...mix up blacks with dark purples and blood reds, sheers and velvets. If you want to hang stuff on the walls (the drapes will be in the way obviously) spray paint some corkboard black and nail it through the cloth and into the wall, then hang what you want off the cork. If you really want punk (and not goth) then the anarchy of nails through cloth shouldn't bother you. Then, when you move, you'll only have to spackle the holes, you won't have to paint anything.

Deep purple (think royalty) or red are multi-functional and "Wow" colors. Their mood and meaning can change drastically with a little redecorating and would go good with your theme or several others. They could be altered with decor to be an elegant or romantic room later (for potential home buyers). But if you don't like those, white is better than off-white or beiges. And light or pastel colors would soften the punk rock them so I wouldn't use those either. Also, if you're going for the punch in punk rock, don't use any "toned down" colors either!

I would buy a black fitted sheet...make pilow cases outta hot pink matierla..kind of a soft texture. buy a decent black comforter, and if you know how to sew or cn find someone to do it for you ..sew onto the black comfoter "Patches" using some hot pink fabric.
Get "fur" hot pink rugs....(you may be able to find theese at walmarts(in the bathroom section of the domestics area.) they still make great rugs for a bed room. I would maybe buy a funky hot pink light or a lava lamp...
as for the walls maybe ..a not to bright not to light pink...accent walls with FRAMED posters of ur fav punk bands. Decorate the frame sbordes as use see fit(bottle tops to glass pop bottle look good)

If your daughter wants black, go to the fabric store and buy sufficient solid black, all cotton fabric. Launder fabric.Then using liquid starch, "wallpaper" the walls with the fabric. It peels off easily when you need to change the walls, and she gets what she wants in the mean time.

silk scarves are currently cheap in the resale places. Try a wall or two of these tacked to the wall. Or get some wild fabric and do the same.

We did this to our son's room......chalkboard paint! It was so cool, and we write down phone messages he gets, chore lists, etc; When yis friends come over they grab the chalk and start decorating his walls. We plan on doing this on a wall in our kitchen and use it as a message center (shopping lists, phone messages etc;)
