I have absolutely no idea why you have that paranoia. Even if you did have a screen on your window it wouldn't do anything to stop someone breaking into your house.
If you truly feel that insecure, lock all your windows and doors even when you are around.
Besides getting a security system installed, that's all you can do.

Write a letter and keep a copy of it, to your landlord asking that he provide a screen for your window. But don't you think you would have less troubles if you just closed and locked your window. If you have your window open, without a screen, your kitty could get out. Also someone could open the window more and come in. If you had your window open, with a screen, your kitty could not get out, but someone could cut or remove the screen and get in to you. If you just had your window closed and locked, no one could get in or out and you would be safe. Most people would be alerted to the sound of breaking glass, if someone tried to break in.

Tell the landlord you need the screen within the next week. Put it in writing in a letter and save a copy of the letter. Wait one week, have someone fix the screen, save the bill, and take it off the rent. Remember to keep copies of everything. One for you, and one for the landlord.

If your landlord is not fixing or replacing your screen you have the right to call the housing authority...and then your landlord will have to (most likely) fix your screen.

well i think the reason you feel like you cat is your guard dog is because cats are always making noise, and every noise you hear you think its your cat. if you were there by yourself every noise you hear you start freakin out because you think someone breaking in to your house. so i would call your landlord and take a lot of the advice other ppl gave you, hope that helps!

go to your local loew's and buy some plexi glass , screw/nail this to he inside of your window , this will keep your kitty in and help prevent someone from breaking in - some paranoia keeps you safe but if you are really paraniod you may need help or a safer place to live
