You can factor a 2h^2 out of the numerator (The ^ means the thing after it is an exponent), so you can rewrite the numerator as

(2h^2)(-h^3 - 5)

You can also factor a 2h^2 out of the denominator, so the denominator can be rewritten as

(2h^2)(4h^4)

You can cancel the (2h^2) terms, leaving you with

-h^3 - 5

4h^4
