They are rectangle tables, older with parts of the "wood grain" look removed by old tape. I need to redo the tops so that they look presentable for an office. Any inexpensive tips would be appreciated.

Cover them with wood grained contact paper. It is available in a wide selection of shades and patterns. Clean the surface and make sure that it is as smooth as is reasonable possible because any defect will show through the contact paper. Be careful not to trap air bubbles under the contact paper as you lay it down.

Most "particle board" furniture make today is finished in a similar manner. This is a cheap and easy project.

You need to "scuff" them with sandpaper, otherwise any paint you apply will peel right off. If you can keep your finger down on the button, use a spray paint. However, if you are able to get a small spray gun, it will be easier and your choice of colors will be greater.

scuff them up with 180 grit sandpaper (about 80 cents a sheet)
Spray paint them with a middle priced paint.(between $1 - $3 per can)
this will give you the best results.
i don't reccomend using a roller on them because the stipple left behind will make it rough.
