This is simple. You must be logged into the Computer as an Administrator of the Computer.

- Open 'My Computer' and go to C:\Documents and Settings\\Desktop\, where User1 is the username of the user where you want to move the FIle from.
- Select file to be moved and right-click and select Cut.
- Go to C:\Documents and Settings\User2\Desktop\, where User2 is the username of the user where you want to move the File to.
- Then Right-Click in the folder and click paste.

If the user is on the same computer, go to my computer/C:/documents and settings//desktop. Copy the program/shortcut. Then go to his user account under documents and settings and paste the program/shortcut. It will now appear on his desktop as well.
If he's not on the same computer with no network, you'll have to use sneakerware (copy the program to a disk and carry it to the second computer).

copy to your hard drive and then copy to the other desktop from your partition

make the folder you want to move it to public, if that makes sense (sorry, i got a mac so everything is much better now!!!)
