Was that basically a bunch of people seceding from the NWT to make their own territory, or was it a move by the federal government in the name of political correctness? Why and how did nunavut come about?

Canada...we're messed up, we admit it. In a more than hundred year guilt campaign over treating our natives badly, we started a process called land-claims, which now keeps government employees busy for lifetimes.
Nunavut was like a little experiment, where we took a large chunk of frozen wasteland (which we have a lot of) and handed it over to the natives in the hope that land-claims would go away. Only of course they didn't, and now we have both Nunavut, which needs a lot of subsidies, and land-claims.
A lesson in why political-correctness and appeasement bribes don't work. I used to live in the Yukon. We get lots of subsidies too.

I could be wrong (or drunk) but I think it was a bid by the License Plate Collectors of Canada to make the polar-bear-shaped plates just a bit more valuable.
