Because of the way it is transmitted. People automatically assume that if a person is positive then they are either promiscuous or a drug addict. The same is assumed of Hepatitis.

Most people associate HIV/AIDS with bad personal decisions. This is true except for those who contracted the virus from blood transfusions, but now those are very rare. There are other diseases that face the same stigma of bad choices, most notably lung cancer from smoking and liver cirrhosis from alcoholism. Also I personally think HIV gets a bad rap because it is so deadly and so contagious, which most chronic diseases are not.

Judgment is a pronouncement of right or wrong or good or bad / evil etc. Even the pronouncement that one is "other" can be a judgment. We discern many things over the course of a day, what turns that discernment into a judgment is an investment of ego either owning it or resisting it. If the ego owns it it is judged as good, right or mine. If the ego resists it it is judged as bad, evil or other. When the ego resists another it tends to reduce the person to an idea in the mind. Then the ego no longer feels obligated to treat the other as a human being. This is how it is possible for otherwise "good", caring people to commit atrocities in war and under extreme circumstances. One can discern that it is unhealthy to spend much time around certain people without judging them as "those bad others". One can draw a distinction between a persons actions, habits and opinions and the essence of the person. Judgment is gross and overreaching. Discernment is subtle and precise.

HIV/ AIDS has had a stigma attatched to it since the 80's when it was thought to be a gay disease. Also, things like leukemia just kind of happen by no fault of the person contracting the disease. HIV/ AIDS is contracted through sex or drug use so that also adds to the stigma.

Because most people acquire HIV/AIDS from having fun and the world is entirely too full of people who live in the fear that "Someone-Somewhere is having a good time" and it's killing them.

I think they judge because they feel like the person brought it on themselves. As with other diseases it's just a matter of chance, or you inherit it from a family member.

People with mental disorders carry a stigma too, I don't know how to change it. Perhaps the more we talk about it, and the more educated people are, will make people understand, and have more compassion.
