It can be safely done, but it is not advisable.
1. It complicates the proceedure. More blood flow to the abdominal area.
2. Your female will still be attracting male dogs. If a male dog were to breed her, it could cause her to hemorrage and it is unlikely the vet would be able to stop it in time.

I work in a vet hospital and yes it is safe to do. It may cost you a bit more because the spay will take a little bit longer . Your dog should be at least 5-6 months of age before getting her spayed and most spays stay overnight at the vet's just so a close eye can be kept on them. I recommed getting a tatoo in the right ear as well incase she gets away on you.

Heat cycle usually lasts 3 weeks from the first show of bood.

You should wait until the dog is out of heat. Some vets ( few and far between) will do the procedure usually at a much higher price. But most will recommend waiting.

Most vets will not spay them when they are in heat. I would wait about 6 weeks and have it done then.
If she got bred while in heat, you can spay her to terminate the pregnancy. I had to do that with one of my dogs.

You should have her spayed *as soon* as she goes out of heat. It's better to let the cycle run through now that she's in it.

It depends on who is in heat. If its your dog, I don't know. If its you, you may become too distracted while driving your dog to the Vet.

No, a lot of the blood vessels are engorged and everything is swollen. There is risk of excessive bleeding. Wait until a couple of weeks after she is finished.
