In a word pressure. Popcorn is a vegetable and like all vegetables it has a seed or in this case a kernel. When the right amount of heat and pressure is applied the kernel will expand and cause the popcorn to burst from the kernel into what we all love to eat.

Theres nothing special about the inside of the seed. the moisture in it expands when heated until the force is too strong for the seed coat to sustain so it bursts, or pops.

The moisture content of the kernel is what makes the "pop". You are heating the water until the hard shell can not contain the pressure.
