To communicate in a more clear and concise manner. With your hands (and not using American Sign Language which is a very recent creation in terms of language and communication), indicate something that is over 3 mountain ranges away and a left at the oak tree. Saying it is much clearer than hand signals.

Now this type of question is one of the reasons why I go ballistic over the decline in standards of grammar. You ask for a detailed answer, but your question isn't clear enough to permit me to give you one.
Do you mean when do people start to speak, as in how old are they when they first begin verbalizing? Some babies say their first words at around eight or nine months, others (usually early walkers or crawlers, who tend to be more independent throughout life) might wait until two or two-and-a-half before using language. All babies say mama, or mum mum, at a few months.
The other possible reading of your question might be, When did people start to speak? Which is the more interesting question, but also the one that is more open to hypothesizing, because we truly don't know. Studies of early hominoid fossils show that early man could not speak -- much like some of the great apes today, who can make sounds but not use language. This isn't a reflection of their intelligence, but of the physical formation of their larnyx. Apes have been taught to use American Sign Language and communicate with their keepers in that manner, but they can not speak. Early man could not speak either, for the same reason. At some point, their larnyx developed into a precursor of the modern larnyx and they then had the ability to do primitive verbalization, not simply vocalization, or making sounds. At precisely what point this happened, no one knows. But gradually it has refined until today people are capable of making quite complicated sounds and speech patterns. The Xosu ''click" language for example, is incredibly complex.
