I agree with you!! I live in Toronto, Canada, and we are known for our cleanliness - but it still happens here. We also have a very strict law that if you are caught littering it is a HUGE ticket - and if you see someone throw garbage out the window, including cigarette buts, you can actually take their licence plate and go online and 'charge' them (anonymous!) pretty cool, but I have yet to do this.
It all starts with good upbringing. If you do not teach your children to respect the city, country or even their own house to put trash in the trash, then these are the ones that will have their licence taken down, and they will be reported!! What comes around - goes around.

these people are basically illiterate pigs who were never taught not to dirty the gutters, sidewalks and roads. When I was in Germany the roads and streets were very clean except in large cities where there were many people from other countries. It is upbringing.....how a person is taught by caring parents that usually makes a big difference in what a person does when they are growing up and fully grown.

The answer is YES. Someone will pick up the litter of the litterbugs, like : Girl Scouts, Boy Scouts, Adopt-a-Highway, municipal employees, county/state employees, people ordered to do community service by the courts, etc. Some people care and some do not. It is the same throughout our entire society : some people wind up having to pull their own weight in addition to someone else's.
What I wonder is, Who is cleaning up the mess in the homes of these litterbugs ? Are the litterbugs slobs in their own houses, or are they just disrespectful of the areas they aren't responsible for keeping clean ? That would be the epitome of selfishness !

Because they are lazy! I can remember when I was little if I threw something out the car window my Mom would stop, backup then make me get out and pick it up. She told me there was no excuse why I couldn't hang on to it until we reached a trash can. She's RIGHT!

For some people it is way to express disdain for society.
I saw it just the other day.
Guy finished drinking whatever he was drinking and just pitched the can into street of downtown Seattle.

Some people are just lazy. They're careless about the Earth. There is to much careless and stupid people on our Earth. Poor wild animals that choke. And yes they do think their mothers are going to pick it up.

They DON'T think. That's just the point. They are apathetic.
I find it highly offensive, and I think fines are insufficient. There needs to be more enforcement, and penalties should actually be uncomfortable.
