When? When they are suffering and need to be put out of their pain? When they are unable to be adopted and instead would spend the rest of their lives in a cage?
Unfortunately, euthanasia is necessary at this point in our society. Most humans aren't responsible enough to take care of their animals appropriately or animals are in so much pain that its more humane to euthanize them. I wish it weren't the case. : (
The best way to stop overpopulation euthanasia is to ensure that every single pet owner has their animals altered. Breeders should require this of all 'pet quality' dogs.
Next, is to make sure owners know that if they can't keep their animal, they can bring him to a no-kill shelter - it's better than 'setting them free'.
Third, it's to convince people that pet shops, backyard breeders, and disreputable breeders are bad news. They breed animals simply for profit and don't care about the millions that are put to sleep each year. Teach people what makes a reputable breeder. If they can't afford it, then look for a rescue or don't get an animal (see 5).
Fourth, it's to teach them that rescue dogs are not all abused mutts. At least 40% are usually purebred dogs whose owners couldn't take care of them anymore.
Fifth would be to teach people that not everyone should have an animal in their family. If you can't afford the vet bills in case of an emergency, you shouldn't have a pet. There are too many stories of people whose cats are poisoned but saveable, dogs who get broken legs that are fixable, but the 'owners' choose to euthanize rather than be stuck with the bills. They then go out and spend several hundred dollars on a new pet instead.
Sixth - spread the word. I see post after post of people whose dogs just had puppies, but they don't know when the dogs should start weaning, when the dogs should be sold, when the dogs should open their eyes. They ask what to do when their dog is in heat. They ask when to separate a mother cat. Speak up and tell them they should have their animal fixed as soon as possible to prevent overpopulation. Too many people just jump in and give the answers - if they don't know the answers, they shouldn't be breeding. They are the reasons animals are euthanized at shelters.

I'm a BIG dog lover, but unfortunately there are several realities that come into play. Money and logistics being two biggies. The key to stopping the killing is stopping the overpopulation. Responsible pet ownership (spay and neuter) and adoption are two ways to help!

I definitely do, people should have to spay and neuter all dogs and cats. A 5 year moratorium on any new puppies or kittens would help. Don't buy from puppy mills ,they don't give a damn about the dogs. I could never ever conceive being cruel to any animal in any way. Adopt from animal rescue orgs. they care . A lot of people throw their children away ,why would they care about an animal.

Yes, I feel that there is too much killing of both cats and dogs. But until people understand that it is extremely important to neuter and spay their pets, unfortunately the killing will go on because there isn't enough room in our shelters, nor are there enough rescue groups or foster homes for these poor unwanted animals.

Some dogs must be put to sleep to stop them from feeling pain. Others because their owners have abused them and made them so fearful of people that they can not be trusted. It depends on the reason for the euthanasia. But no matter what it should be done humanely.

I do. The sad thing is every person that allows their pet to breed is killing dogs. There are way to many born for the number of homes available and they die by the millions in shelters every year because of it.

according to me the killing of every animal not only dogsmust be stopped.Who are we to decide to take one's life are we man having superiority complex of being superior species.and in ur case if the dog become mad he must be sent to jungle then his fate must decide his living. or a dog having rabies then what are the hell pharma compnies doing they must find the cure for this diseases. But the one having no cure instead of living just 4 living with unbearable pain then i think mercy killing should be kept 4 dogs as well as man.these are my views.

Of course, I hope everyone does. It's disgusting to even think about animals getting abused. I love animals more than people sometimes!!!

Many people do. Which is why there is the ACO, to try to prevent that, and punish the ones who do.
It's not much, but it's better than nothing.

That's a really foolish/childish question...LOTZ of perfectly valid reasons for euthanizing dogs.
