In American use, the word "Deviled" means to cook with hot or fiery spices and can be traced back to 18th Century French influence on American cuisine.
The absolute origin may be hard to define since eggs are an integral part of most cultures history. Since the spices are warm, the origin is most likely from an area that raised the spices.
