I've known quite a few men do this. Some of them just can't stand the hair, plus on the hygiene side it's nicer! I don't like hairy men and would consider him cleaner and more approachable.

He may simply prefer clean-shaven there for hygiene. This is not uncommon.
Is he a tidy, clean person in general? Does he stay clean-shaven (face)?
If he swims or other similar activities it may be preferable.

if he just leaves it at his arm pits id find it ok but id he started shaving other parts of his body.....then id be turn off....
