Do you really mean it? Do you say that to more than one person? Do you mean that this person is most important to you at current period? Or you just mean "I love you" this moment?

That depends on each individual, we don't all feel or think the same way. You never know if a person really means it when he says "I love you" UNLESS that persons shows you that he does. If a guy says to you "I love you" only when he's in bed with you, of course he doesn't mean it. If he's says that he loves you, but is saying the same thing to other girls he's just playing with you.
Be careful and don't let anyone fool you saying that they "love you". Make them do things for you that will show that they really mean it . And most important, NEVER give sex to recieve love.

I'm not sure I understand the question. If I said "I love you" it would mean I love her.
