Exercise to suit your lifestyle however there is some research to prove that exercising later on in the evening is harmful to your health long term.
Try to not exercise on an empty stomach as this could lead to you going hypo-glyceamic, instead have a light snack with an isotonic drink to sustain carbohydrate levels and hydration.

Depends what you hope to gain from it. If you are trying to lose weight it is better to exercise first thing in the morning before breakfast as this speeds the rate you metabolise. If you want just general fitness it is best to eat a small amount of something starchy 1 hour beforehand to give you an energy reserve especially if it is high impact exercise.

The best time to exercise is when you have time, meaning when you feel you want to and will give it 100% of your attention. You should never exercise without having had something to eat at least 1 hour prior. The body needs food/carbohydrates for exercise as the car/vehicle needs gas to run, IT IS ENERGY NEEDED TO CONTINUE GOING. Otherwise, the body burns calories slower because it needs to store them to conservatively use them for this new energy burst.

About two hours after food if you have to eat. Don't do exercise when empty you need energy to carry out the exercise. Be safe.

You definitely need fuel (breakfast) to burn calories especially for a morning workout. Many people have found more stamina throughout the entire day by starting off with a well balanced breakfast. Without this morning fuel, you tend to eat more during the day.
I lost several pounds over a 5 month period by working out in the evenings, however, I started out with a good breakfast.

My best time to exercise is about one to two hours after I have eaten because I'm not hungry, but I'm also not bloated. I would also recommend drinking water at that same time and through short breaks during your exercise, although everything depends on your routine.

A light meal is fine, but exercising on a full stomach is not good; neither is the same on an empty one.
