That means the computer doesn't recogize you as an authorized personell to take the files. Talk to your IT person or if it's a personal computer, go into administrative options an change how the computer releases files. Change that setting from protected to unprotected.

the file was encypted, so for it to be decryted for you to read it it needs to have the corret password typed in.
