You really have a challenge. So many folk now live in Tracy and beyond, and commute, that freeway is always jammed. There are a couple of other routes you could take, but honestly they are over-used as well and would take longer than just hacking the traffic.
So my BEST answer is to go on over to Chili's or TGI Fridays, sit down and have something refreshing (say, iced tea), and read a book. Things get a lot easier in about 45 minutes to an hour.

Go find a bar and relax until 7. I don't think there are any other roads over the altamont pass.

My daughter lives in that area and I don't think there is an easy route
