I want fly out of the country for a vacation but I have student loans. My mom is the one who actually pays for it but it is in my name. Would I be allowed to fly out of country?

Yes you can fly internationally, except when you have filed a disputed bankruptcy, or if your creditors have taken legal action to stop you from travelling abroad.

Whether or not you owe student loans does not have any bearing on the issuance or the validity of a passport. There is no reason why you could not fly out of the country, as long as you have a valid passport.
