It is not the military it is the leadership of the president, and the execution of post war in Iraq by Rumsfeild that has failed.
I think the question might have been better phrased, would we have done better if Panthro was Secretary of Defence and Lional President..

No, initially the shock of seeing cartoon characters would have caused Iraqi troops to fall back in terror, but the the vast numbers of men would have overrun snarf and co.
