School buses are statistically the safest form of transportation. They are 8 times safer than passenger vehicles. Crash forces are distributed throughout the vehicle differently meaning crash forces experienced by occupants are different while on a bus. There are federal laws which guide school bus construction. School buses use "Compartmentalization" dynamics to keep the occupants safe. This is accomplished with narrow seat spacing with very tall energy absorbent high back seats. Lap belts only would increase the potential for serious injury in most crashes. Safety belts are required on small buses and infants, toddlers are still required to be in a car seat.

1. The cost of installing them in older buses.
2. The cost of buying new buses with belts.
3. Training the kids and bus drivers in the proper use.
4. If buses had belts then laws would require someone be the responsible party for their use thereby forcing the drivers to ensure the kids stay in the belts.
5. The cost to the school districts or individual parents for traffic violation for kids not in the belts.
6. A police inforcement large enough to be able to enforce the use of the belts.

The monetary cost is the only reason there are no belts in school or city buses.

Because if there is an accident there is no way a driver could get to all the seat belt to unlatch them. Most kids would panic and be unable to help themselves.

They're one of the few vehicles actually still made of metal, they're gigantic, and they're bright yellow with flashing lights and screaming kids. I think they're pretty safe on their own.
