Becuase, by manfuacturing this item only at specific times ( iee. Christmas time) they are making it a special item. If they manufactured it every day, it wouldnt be as special and then the sales wouldn't be as high. Also in markey research, candy makers may put a special type of candy on the market and see how it sells, and if it's mediocre then they might make that for holidays only. The same with the chocolate mint Kisses, and the different colored M&Ms. What I do, is buy several packs at holiday time and store them in the freezer in a plastic covered container and then i can get a taste of the holidays all year round.
