ISA 4:1 In that day seven women
will take hold of one man
and say, "We will eat our own food
and provide our own clothes;
only let us be called by your name.
Take away our disgrace!"
This is prophecy about God's judgment on an apostate nation. Many men will have died in war leaving many widows - a low state in those times. The text is an indicator of how bad the times will be when there are so few men left alive that they are vastly outnumbered by women.
It is nothing to do with polygamy but a warning of bad times to come.
