Call your local pet supply and ask where the nearest dog shows are happening. When you attend the show, pick the males that you like the best, and talk to their owners. If your female is of good breeding quality, you will find the best mate for her there.
Talk to the owners AFTER they have been in the ring, or when they are sitting or grooming.

Is there a reason you want to breed your Jack Russell? There are so many breeders already, and it is a LOT of work!!
Besides, ethical breeders really don't make any money - it costs a fortune to get all those puppies vet checked, proper care for the mom, good food, stud fee, etc.
