T-mobile. Don't do the pay as you go though.

Just go online and sign up for a new phone and service. They will credit check you then tell you they can't offer you normal service but will put you on a plan (requires no extra money) that puts your on a spending limit of like $150. Once your bill gets that high, service is shut off until you pay.

most cellphone companies have prepaid plans where you pay a fixed amount and get a fixed number of minutes in return. these plans are specifically for people with bad credit or those who don't want to be stuck with one carrier for a year or two. I'm not sure what you mean by down payment though, no one is going to let you have a new handset for free. you will have to pay for the phone you buy and then for the airtime you keep using.
i know there is at least one company on the east coast that will allow you to be on a monthly plan with a no term commitment or if you set up automatic payments. any which way you will have to pay for the phone you buy, after all it is yours after that.

your best bet is to shop around with the different carriers where you live.

You may want to try Sprint. They have what is called a limited spending plan. They won't let your bill go over a certain amount without turning it off and they only charge a $50 deposit. I have crappy credit but got one. I got mine throught letstalk.com, I just signed up for a new sprint account and this is what they offered. They also have a lot of cute phones that are free or cheap with a higher rebate than you'd get if you just went through sprint.

Cingular has a pay as you go phone. You will not get a monthly plan, but will be able to activate your phone with bad credit. This allows you to pay for a certain amount of minutes, and then as you run low you can pay more to add minutes.

Yeah .....I think most companies will. It's called prepaid and you have to buy the minutes before you can use your phone.

Not that I'm aware of, they would probably suggest you do the pay as you go phones...
