If its for the first time then it may be fear of it or are just nervous about giving themselves to you,
It could be a sign of guilt if you are in a sexual relationship and the sex life has gone downhill.. She may not want to be touching you as it just heigtens guilt of something like cheating
She could just be bored.. maybe you need a little romance?
Whatever the solution, talk to her about it. You need her oppinions
