Nero software is difficult to remove; thankfully, Nero provides cleaning tools to remove the files left behind after an uninstall. The download is link is http://ww2.nero.com/nero6/eng/Clean_Tools.html.

I have used the tools and didn't have any problems. There are a number of different cleaning tools; click on the links and read the description for each tool. The General Cleaning Tool will probably work for you. Make sure to create a restore point just in case anything goes wrong.

if you know how to use the command prompt
you can navigate to files you want deleted and most of the time things you cant delete in windows can be deleted this way
just make sure you are deleting the right files because when you delete this way it does not go in the recycle been so there is no way to restore

to uninstall a program in windows the registry parameters should be removed from the computer also. So possibly the other files run under the system should be stopped firstly that you can see them in the task manager processes tab. then you can uninstall your program by its own uninstall tool.

check on the permissions and then delete as administrator but first make sure you reboot the PC.

try reinstalling the program to the same directory (it was) and then trying unistalling,

problem is that the program might have not been removed properly the first time
