I'd kinda test the waters first. Ya might try getting a feel for whether or not she's interested by finding a non-date pretense for doing something together. It may be that she's interested too, but's only looking for that smooth opening. If she's not interested, it'll give her a chance to give that signal without too much embarassment for either of ya. Without knowin, I could'nt say which is more likely, but I'd be prepared for that. May be that she just don't know ya well enough yet too.

Start talking to her, if you find a common point of interest, like a certain movie that's playing or an exhibition or whatever, you can suggest to go together. Just walking up to her and ask her to have a drink with you might work also, but there's a bigger chance of feeling awkward.

Simple procedure.
1. Take very hot shower.
2. Change to very clean clothes
3. Walk Next door.
4. Knock on door.
5. Ask for Girl, if she doesn't answer.
6. Say "I have noticed you many times and I think you are gorgeous. Would you like to go out?"

I'd say the best thing would be just to tell her how you feel, I mean that's the most direct way. You could either just come out and say it one day when you guys are hanging out, or you could gradually let her know. Drop hints here and there, say something about how pretty she looks one day and then next, or a couple days later, maybe get her flowers or chocolates. They do say chocolates is the way to a women's heart.

Invite her over for a cook out. Keep it simple "friend-like" so she doesn't feel awkward. Pay close attention to her body language. If she seems into you, go ahead and ask her on a date.

OK....next time you see her, ask her if she'd like to go to lunch and meet her there (your treat). If she accepts, good sign. That way, you can both chit chat and there is no pressure and it's only for an hour. You will both know if you really want to spend more time together. Just make sure you don't make any moves on her then...this is not a DATE...just lunch. If you don't hit it off, you only wasted an hour of your time.

Do you have a deck or patio? Invite the neighbor you like and a few other neighbors and/or friends over for a cookout. Very casual.

Make it sound neighborly...would you like to go to a baseball game, check out a movie, go to the amusement park..invite her little brother/sis if you must...at least to get a chance to make a good 1st impression and then perhaps a romantic date sooner or later...good luck.

Put a yellow rose on the windshield of her car with a little card asking her out, and let her respond.
