Maybe she is just disagreeing with u alot!?
No seriously, my daughter used to do it. As long as she is developing normally, i.e pulling up to stand, trying words etc etc, I wouldn't be worried, my daughter grew out of it.
If your concerned see your paediatrician.

If the doctors have determined she has nothing in her ears that may be bothering her, then discuss it further with them. Tell them regarding the frequency. Can she stop - such as when presented with something different, interesting, etc - like a bright toy? I do not know the signs of seizure.
Do you have any family you can discuss this with, to see if any of their children have had something similar?
Sorry I can't be of more help.

Not necessarily; she could have simply discovered that she could move like that and is now testing this out, much like when she learns a new sound and makes it all the time.

My son used to do it when he's really tired and just before he dozes off. I don't know, maybe it's his own self-soothing routine. But he's grown out of it.
