Is he neutered? Dogs that are neutered before sexual maturity are less likely to mark territory.
If you can catch him, I would totally freak out on him. Wave your arms around and holler NO! NO! NO! and then take him back out.
Get a belly band. If you can sew at all they are very easy to make. That will at least keep it off your furniture, and some dogs hate feeling wet and will not mark when they are wearing one.

There is a special band that you can buy at the pet store that can go around there body and velcro closed its kinda like a diaper without covering there bottom. (made of cloth, Washable)

I use a can with pennies in it. ONLY when you catch him in the act! Then a lot of praise out side. Good luck!
