Some are just monitors, others are incorporating a TV tuner card that receives signals in HDTV and regular off-air signals. That is why there is that difference. One is "HD ready" which requires a tuner and is a monitor and those that are ready to go out of the box, with a antennea of course.

The trend now is for most HDTV displays to include tuners. I believe there is an FCC regulation requiring all TV sets made after a certain date to include digital tuners (analog broadcasting will go away in 2009). These do not have to be HDTV tuners, but they usually are. I suppose a manufacturer can avoid this rule by calling the set a "monitor" instead of a TV.
