I'm not sure if there any instruction in the Koran that explain this particular point.
But, in obvious disgrace to women, it says literally: If you come from Toilet or you touched a woman you have to perform the ritual ablution...... literally in this humiliating sequence.
Here is the phrase as mentioned in the Koran:

NESSA [43] If ye are ill, or on a journey, or one of you cometh from bowel place, or ye have been in contact with women, and ye find no water, then take for yourselves clean sand or earth, and rub therewith your faces and hands. For Allah doth blot out sins and forgive again and again.

I'm not sure whether are u trying to ask a question or trying to make us offend by it..
well does it written in Bible, coz as far as i know, bible were written before Quran..so does it?

Well they has stated that if we use water is more clean than paper or leave etc..so we Muslim use water and wipe the water with toilet paper..cleanliness is important..Respect other people religions as we want the same to ours. Stop being racist of religions..good day

they used small rocks instead of toilet paper.

Quran talk about general laws. but Muhammad(P) is the one who is responsible of domestrating examples to people.

when it comes to cleaning ur self. it has to involve water, water is a must so u can be consider clean. and because there was no toilet paper, people used small rocks instead. and it's very recommended that you use ur left hand.

also when you go pee, u need to clean ur penis 3 times with water using ur left hand.

and yes i believe if a strange woman and a strange man (not ur husband or brother or father or son....) touched each other thru the skin. both their ablution is canceled. and they need to re-do it for their prayer to be accepted.

Islam is modern even 1400 years ago.

That is right, Qur'an is the way of life. But if you wanted to know what is the right to do, find out what Rasul Muhammad did. That is the best example to do something.

In some resources i found, we can use stone or grass to wipe our behind after did ****. Islam is a religion that will ease us if we found something which is difficult to do. So if you couldn't find water, you can use the other media, as long as it has been done or mentioned by Rasul Muhammad.

In addition, i'd like to correct what one your answerer which said that Qur'an has disgraced women (see the other answer). An-Nisaa' 43, didn't say that if we touch women we have to redo our ritual ablution, but Qur'an said 'touch' women as a reference for having sex, not touching them on their skin. So your ablutin will not be cancelled if you are just touching women.

Islam forbid touching (real touch) women because it can give bad effect, for examples, increasing of libido, or our desire to that women. so Allah wanted us not to disrespect women by touching them which can cause 'bad effect'. Islam in fact, wanted women to respect their ownselves by keeping men away from them if they are not legal to touch us.

So remember, touching women by hand will not cancel your ablution, but it is a great sin.

The Qu'ran sets down rules for living and not how to do anything. The Hadith (the scripture of Muhammad) may mention it somewhere.

no it does not. the Quran is the message from Allah. Whereas the way of life, an example for how we should do things, was shown by the example left by our Last Prophet, Nabi Muhammad (SAW).
