Places usually charge adult rates for children once they reach the point where they are equal costs as adults. So as example, if you go to a buffet, by the time your child is around 10, many of them eat as much food as their parents. So, they no longer receive a discount for spending less.

Some companies start charging at even younger ages. For example, Disney, starts at 9. The child is at the age where they no longer eat small amounts of food and prefer to order off the adult movie and in the parks they are bigger so they can't also fit on the rides with their whole family because they are larger. Kids take up less space on rides, so they can run them through quicker, as they get older and grow, they start taking up more space and slowing things down a bit.

The last time I checked an all-you-can-eat buffet, the children age 8 and up were eating just as much or more than the adults. They take up a full bed, use towels, occupy a full seat on the plane, train or bus and generally, cost just as much (or more) to service as an adult.

Aren't you glad you didn't have to pay full fare for them prior to this time?

A twelve year old needs the same amount of space and food/drinks as an adult.

Well look at the bright side. The companies could charge full price for a baby if they wanted too.
