I assume you are asking why water tables are falling in much of the United States. It is because much of the deep ground water has accumulated over thousands of years and we are now pumping it out much faster than rain water is seeping down to refill it. Most of the rain runs off into rivers rather than sinking into the ground water table.

This is actually a big looming problem for much on the Midwestern states in particular who rely heavily on ground water.

If you empty a water tank faster than you fill it the water level goes down.

80% of the earth's surface is covered in water; and it want's to find the lowest points on the surface.
So most rainfall drains away to the sea as fast as possible.

In geological past some filtered down to underground pockets or aquefers. these can only be filled slowly, if at all, from rainfall permeating through the rock. If you take water out faster that it can flow into this pocket the level in the pocket will go down.

It depends on where the water is. Water on land (or in land) will go down and be depleted if it isn't replenished by rain or some other source. If the sea level is below the land where you're boring your well, there's no way that sea water can be used to replenish the acquifier.

we have 80% of salt water on earth . we have very few fresh water resources. and due to global warminggg and deforestation the water table is going down

that is different water in underground deposits ,called carbon aquifiers and it is sweet drinking water
this is being over pumped every where
that 80% you are talikng about is the sea water ,which we cannot use for irrigation or drinking water
