Check out this months issue of Budget Travel magazine. They had an article explaining which NK government agency oversees visiting Americans. You may be able to find the article on their website.

Also, you may tour around NK, but only areas that the government approves of. As per the article, you don't get much of a cultural experience.

Well, I read a blog about an exchange student from america who was studying in South Korea... and yes, she went on a tour to North Korea.
They knew well that she was American, she survived it to tell the tale.

There have over the course of years been a few Americans to gain access to North Korean soil.

However, just to book a ticket and fly in there... it could be a bit risky. Where there is a will, there is a way.

Tehnically, yes. You can take a tour of the DMZ and actually cross into North Korea for a few feet. A general tour to North Korea? No.

you kidding freak no! you can i think and you wont be able to get out of north korea. im south korean. so...if you go to north korea and your in jail 15 years later your out.try to climb the mountain ( boreder) of north k. and south k. because 50/50 is in n.k tand s.k. so try to be in the us army and you shjow your membership or w.e that your in the army of usa they will let you in.

Nope. You'll automatically lose your citizenship and you'll be sent to prison for treason.
