As you can see, Canada has fallen "BELOW" the United States several years out of the last 15. In 2005, Canada was actually in the #5 spot. Also, Canada never had a streak of 14 straight years at #1, though it does have ten #1 spots since 1985.
The study you are referring to is done by the "United Nations Human Development" which selectively chooses the factors that it considers are important to life. Examples are the country's GDP, life expectancy, and education status. Interestingly, income is not one of them. Many would challenge the factors that are selected. In addition, you would be more correct by saying Canada has been selected as the best country "for human development" and not necessarily for living or immigration.
The nation's laws and citizens' freedoms should also be a concern, which are not addressed by any "study" such as this one.

In the past is 5 years, then it became 7 years. Now after 9/11, things get very complicated. But why choose USA, Canada has been voted for 14 consecutive years for the best country in the world to live in. And it is very near to all the major parts of American and you don't need a passport to get into America once you get your Canadian citizenship.

You have to be a permenant resident first, then I think it is 7 years. The immigration service web page should have that.
