There are DVD cleaning clothes I believe, they have a weakened amonia or alcohol type cleanser. Don't try and make it yourself, just buy them they aren't that expensive. I would say clean them when the are noticeably dirty, or appear they might need a cleaning.

first of u should seldom clean ur dvd as cleaning causes more damage than good
but if u want to clean it for better picture quality take a piece of dry cloth and rub it smoothly on your dvd
P.S-DO NOT RUB IT IN CIRCULAR MANNER IT WILL CAUSE MORE SRATCHES RUB IT in a straight line or linerarly

glomail has this thing call CD mirricle. it takes straches out and has a spray with it.
Or you can use a lens(glasses) cloth. Clean it weekly Id say
